How to Get the $10,000 FORTIFIED Roof Grant in Alabama

No income limit. Funded by insurers, not taxpayers. And in Baldwin County the money is gone within minutes of the portal opening — so the preparation matters more than the paperwork.

If you own a home in Gulf Shores, Orange Beach or anywhere in south Baldwin County, this is probably the single most valuable thing you can do about your roof — and a surprising number of people who qualify have never heard of it.

What the Program Is

Strengthen Alabama Homes is a state program that grants eligible homeowners up to $10,000 to bring an existing home up to the IBHS FORTIFIED Roof standard. It exists because Alabama’s insurers worked out something obvious in hindsight: it is cheaper to pay for a stronger roof now than to pay out a destroyed house after the next hurricane.

Two facts about it consistently surprise people:

  • There is no income limit. This is not a hardship program. Eligibility is about the property, not your earnings.
  • It is funded by the insurance industry, not out of tax revenue.

What You Get, Beyond the Check

The grant is the headline, but it is the smaller half of the value. Once your home carries a FORTIFIED designation, Alabama law requires admitted insurers to discount the wind portion of your homeowners premium — by up to 35%.

On the coast, the wind portion is the expensive part of the policy. That discount recurs every single year you own the house, and the designation is documented and transferable, which matters when you sell.

So the real arithmetic is: up to $10,000 off the cost once, plus up to 35% off your wind premium every year after, in exchange for a roof that is genuinely far more likely to still be there after a Category 2.

The Part That Actually Trips People Up

The application windows are short and they are first-come, first-served. In 2026, Baldwin County’s windows opened on January 8, April 9 and July 9 at 9:00 AM. The portal closes the moment the funds for that round are committed — which can be minutes. Being a few minutes late means waiting for the next quarter.

This is why the advice we give every Gulf Shores homeowner who asks is the same: do the preparation months before the window, not on the morning of. The people who get funded are the ones who already had their assessment done, their contractor lined up and their documents in hand when the clock struck nine.

What to Do, in Order

Check that your home is a realistic candidate

The program is aimed at existing, owner-occupied single-family homes. Rentals and condo units generally will not qualify for grant money, though they can still be built to the standard.

Get the roof assessed

Have a roofer who works to the FORTIFIED standard look at your roof and tell you honestly whether this makes sense. If your roof has ten good years left, it may not — yet.

Get a FORTIFIED-spec scope in writing

Not a generic re-roof quote. The scope should address deck sealing, fastener type and spacing, edge metal and vents, because those are what the standard is actually about.

Assemble your documents early

Proof of ownership and occupancy, and whatever else the current round asks for. Have it in a folder, ready to upload.

Be at the keyboard when the window opens

9:00 AM on the published date. Not 9:15.

Build it, then get it evaluated

An independent FORTIFIED evaluator verifies the completed work and IBHS issues the designation certificate — the document your insurance company needs to apply the discount.

What Makes a Roof “FORTIFIED”

It is worth understanding what you are buying, because it is not a shingle upgrade. The standard targets the specific ways roofs fail in hurricanes:

A sealed roof deck. The single most important element. Seams are taped or a fully-adhered underlayment goes down, so that even if wind strips the covering off, water still does not get into the house. Most catastrophic hurricane losses are water losses that started as a roof-covering loss.

Better fastening. Ring-shank nails at tighter spacing, holding the deck to the framing against uplift.

Enhanced edge metal. Wind gets under a roof at the perimeter first, so the drip edge and starter course are upgraded and fastened accordingly.

Vents that resist wind-driven rain. Ordinary ridge and soffit vents will happily admit horizontal rain during a hurricane.

For comparison, Baldwin County’s baseline code already requires 130 mph-rated materials, ASTM D7158 Class H or D3161 Class F shingles, six nails per shingle and synthetic underlayment. FORTIFIED goes further — principally by sealing the deck and hardening the perimeter.

Is It Worth It?

For an owner-occupier on the coast with a roof at or near replacement age, it is usually one of the clearest financial decisions available: someone else pays up to $10,000 of a roof you already needed, and your insurer is then legally required to charge you less every year.

It is less compelling if you are about to sell, if your roof is young, or if the property will not qualify. We would rather tell you that than sell you something.

Questions

Grant Questions

Is there an income limit on the Strengthen Alabama Homes grant?
No. The program has no income limit. It is funded by the insurance industry rather than by taxpayers, and eligibility turns on the property rather than on what you earn.
What happens if I miss the application window?
You wait for the next one. Baldwin County windows have opened in January, April and July, and funds are committed first-come first-served. Missing one is not fatal, but it does mean another few months of paying an undiscounted wind premium.
Do I have to use a specific contractor?
You need a contractor who builds to the FORTIFIED standard and an independent FORTIFIED evaluator to verify the work. We install to the standard and coordinate the evaluation.
