Baldwin County Roofing Code: What a Re-Roof Must Meet

Four requirements, and they are the fastest way to tell a serious roofing quote from a cheap one.

If you are collecting roofing quotes in Gulf Shores, Orange Beach, Foley or anywhere else in Baldwin County, this is the most useful page you will read. It is not long, and it will change how you read a bid.

The Four Requirements

Baldwin County sets a genuine standard for roofing, and it is stricter than a lot of the country because of where we are. On a re-roof:

  • 130 mph wind rating, minimum. Roofing materials must be rated to withstand winds of 130 mph or greater.
  • ASTM D7158 Class H or ASTM D3161 Class F. These are the wind-resistance test classifications an asphalt shingle has to meet.
  • High-wind installation with a minimum of six nails per shingle. Standard installation is four. The county requires the manufacturer’s high-wind pattern, which is six.
  • Synthetic underlayment, county-wide. Traditional asphalt felt is not permitted on new installations. Synthetic materials such as polypropylene, polyester or fiberglass fabric are required.

Why Each One Exists

The wind rating is self-explanatory on a coast that took a 123 mph gust at the Perdido Pass Bridge during Hurricane Sally in September 2020. A shingle rated for 110 mph on a roof that sees 120 is not a marginal decision, it is a failed one.

The six-nail requirement is the one most homeowners have never heard of and it matters enormously. Two extra nails per shingle across a whole roof is a meaningful amount of extra labour and material, which is exactly why a bid racing to the bottom quietly leaves them out. It is also usually a condition of the manufacturer’s own wind warranty, so a four-nail install often voids the warranty you think you are buying.

The synthetic underlayment rule is about what happens after the covering goes. Felt tears, absorbs water and degrades quickly once exposed. Synthetic underlayment stays intact, which means when a storm strips shingles the building underneath is still protected. On this coast that is not a detail, it is the difference between a roof repair and a gutted interior.

How to Use This When Comparing Quotes

Ask every bidder two questions and write down the answers:

"What wind rating does the shingle carry?"

You want a specific classification — Class H or Class F — not "it is a good shingle" or "it is a 30-year."

"How many nails per shingle are you bidding?"

The answer must be six. If it is four, the bid is not comparable to one that is six, and it may not be code-compliant.

"What underlayment?"

Synthetic, named. If the answer is felt or "15 pound," that is not permitted on a new installation here.

"Is the deck being re-fastened?"

Not a county requirement, but it tells you whether they are opening the roof properly or covering it quickly.

Two quotes $3,000 apart usually differ on exactly these points. Once you ask, the cheaper bid frequently stops being cheaper.

Going past code is where the money is. The county standard is a minimum. The FORTIFIED standard adds a sealed roof deck, ring-shank nails, enhanced edge metal and wind-rain-resistant vents — and Alabama will grant up to $10,000 toward it, then require your insurer to cut the wind portion of your premium by up to 35%.

A Note on Permits

Requirements and jurisdiction vary depending on whether your property is inside a municipality such as Gulf Shores, Orange Beach or Foley, or in unincorporated Baldwin County. A roofing contractor who works here routinely will know which applies to your address and will handle it. If a contractor seems unclear about who inspects their work, that is informative.

Questions

Common Questions

Does the 130 mph requirement apply inland too?
Yes. It is a Baldwin County requirement and it applies county-wide — Foley and Elberta as much as Gulf Shores.
Can I still use felt underlayment?
Not on a new installation in Baldwin County. Synthetic underlayment is required county-wide.
What happens if a roof is installed with four nails?
It does not meet the county requirement, and it will typically void the manufacturer wind warranty as well. It also performs measurably worse under uplift.
Is a permit needed to replace a roof?
It depends whether you are inside a municipality or in unincorporated Baldwin County. A local contractor will know which applies to your address.
